Assessment Policies

Mr. Bill Miller, State Director of Assessment has enacted the following items as policy effective 6/1/09.

FOR REFEREES

  • Referees may obtain an assessment anywhere in the state at any time.
  • To request an upgrade or maintenance assessment, please contact your District Director of Assessment (DDA).
  • To request an upgrade or maintenance assessment outside of your district, notify your DDA of your intentions and where you would like to receive an assessment. Your DDA will work with the appropriate DDA to get an assessor assigned to your match.


ASSESSMENT FEES

  • Assessment fees should never be exchanged at the field. Fees should be sent to the assigning DDA or the SDA
  • Grade 8-7 Upgrade: $40
  • Grade 7-6 Upgrade and Grade 6 Maintenance: $50
  • Grade 6-5 Upgrade and Grade 5 Maintenance: $50
  • National Candidate Upgrade and National Referee Maintenance: $100


ASSESSMENT POLICIES

  • No electronic devices are allowed on assessment matches, including beeper flags and radio communication devices.
  • The game must be 90 minutes in duration (abbreviated or shortened tournament games cannot be used).
  • The game must be officiated with three (3) currently registered USSF officials using the diagonal system of control.
  • The assessment fee applies once a match starts. Assessment Fees apply to a match that is deemed to be not of sufficient quality or a sufficient test and to a match that is suspended or abandoned.
  • Assessment reports must be completed within 2 weeks of the assessed match.
  • Poorly written reports or reports with technical errors will be sent back to the assessor for revision/correction.


ASSESSOR ANNUAL REGISTRATION

  • Annual registration is to be done before the end of each calendar year using the USSF online registration process; unless an assessor upgrade is being requested.
  • Requires 5 hours of in-service Assessor training.
  • Requires a passing score of 85 % (or higher) on the State Referee written test.
  • Evidence of the clinic training and test scores must be submitted to the DDA in order to register for 2010.
  • The recommendation of the DDA and the approval of the SDA are necessary for each year's registration.
  • Grade 9 Assessors - A minimum of 5 Developmental assessments on any level youth game.
  • Grade 7 Assessors - A minimum of 2 Assessments on U19 or below.
  • Grade 5 Assessors - A minimum of 8 Assessments of which 3 must be on adult division 1 or higher.
  • On-line registrations will not be released for processing by Chicago until all renewal criteria have been met.


ASSESSOR UPGRADES

  • All requests for upgrade require the paper registration form and appropriate registration fees be sent to the SDA.
  • For upgrade from Associate Assessor to Assessor - At least 5 D&G's are required that are acceptable to both the DDA and the SDA. The D&G's must be submitted with the registration form.
  • Upgrade from Assessor to State Assessor requires completion of the State Assessor course conducted by USSF and completion and approval of the subsequent course assessment requirements. Attending a State Assessor Course requires the recommendation of both the DDA and the SDA and the approval of USSF.
    • Requirements: One year minimum as a Grade 7 assessor, having achieved at some point in their referee career Grade 6 or higher, and Twenty completed assessments on competitive U-19 or higher.


ASSESSMENT ASSIGNMENTS

  • Assessment assignments are obtained through the SDA, an assessor's DDA, or an approved tournament referee coordinator/assignor.
  • Associate Assessors can do D & G's. They are not to be assigned to a Grade 8-7 upgrade without the expressed written approval of the SDA. The approval is for a single match only. Approval must be requested each time an Associate Assessor is assigned to perform an 8-7 upgrade assessment.
  • Assessors can perform assessments for officials going from Grade 8 to 7. They are not to be assigned to Grade 7-6 upgrades or grade 6 maintenance assessments without the expressed written approval of the SDA. The approval is for a single match only. Approval must be requested each time an Assessor is assigned to perform a 7-6 upgrade or a grade 6 maintenance assessment.
  • State Assessors can perform Grade 8-7 upgrades, Grade 7-6 upgrades, Grade 6-5 upgrades, and Grade 6 & 5 maintenance assessments. State Assessors are not allowed to recommend a Grade 5-4 upgrade and are not allowed to assess a center referee who is either a National Candidate or National Referee.
  • National Assessors can be asked to assess "high potential" candidates for Grade 5, or any other referee within their district.

  • Those individuals who are selected to be considered for appointment as an assessor will be contacted and scheduled for an entry level assessor clinic.
  • Those individuals who are considered and selected for upgrade between assessor grades will be contacted and, if appropriate, scheduled for the required clinic.
