Mission

The State Referee Committee sets policies for the California-North Referee Administration to recruit, instruct, certify, assign, assess, mentor, develop and retain proficient soccer referees for US Soccer-sanctioned matches. The committee also develops and maintains the highest standard of officiating and promotes the game of soccer and the spirit of fair play among all participants. Also when necessary, it deals with any disciplinary issues that may arise.


The State Referee Administrator is responsible for developing an infrastructure and network that meets the needs of the State Referee Association. Carries out the mission of the National Program for Referee Development within the state. Serves as liaison between the National Referee Department Office, the National Referee Committee and the State Association(s).
